Hello, I'm not a screener but both photos have issues with contrast (poor weather conditions) and blurry (They are not in focus). I don't think they will be fixable.

Soft/blurry, and poor contrast. Horizon is fine.

Soft is fixable if the originals are of sufficient quality. You can't fix blurry.

Contrast is probably not fixable given the poor weather conditions.
